(b) the child’s biological father was a British citizen or settled in the United Kingdom or that qualifying territory at the time of the child’s birth;
(c) the child’s biological father is named as the father of the child in a birth certificate issued within one year of the date of the child’s birth, or satisfies the Secretary of State that he is the biological father of the child; and
(d) no man is treated as the father under section 28 of the Human Fertilisation and Embryology Act 1990. HL4371

2 Human Rights The following report from the Joint Committee was made and ordered to be printed:
16th Report, on Monitoring the Government's Response to Court Judgments finding Breaches of Human Rights. (HL Paper 128)
Public Business
3 Railways: ticket refunds A question was asked by Lord Berkeley and answered by Lord Bassam of Brighton.
4 European Union Committee: scrutiny reserve A question was asked by Lord Lucas and answered by the Leader of the House (Baroness Amos).
5 Department for Environment, Food and Rural Affairs: regulations A question was asked by Baroness Byford and answered by Lord Rooker.
6 Israel and Palestine: academic co-operation A question was asked by Lord Winston, on behalf of Lord Turnberg, and answered by Lord Adonis.
7 Sustainable Communities Bill A bill to make provision about promoting the sustainability of local communities; and for connected purposes was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 81)
8 Statistics and Registration Service Bill The report was received. Amendments were agreed to. The bill, as amended, was ordered to be printed. (HL Bill 82)
9 Gaza Strip Baroness Royall of Blaisdon repeated a ministerial statement made in the House of Commons.
10 Social Security, Housing Benefit and Council Tax Benefit (Miscellaneous Amendments) Regulations 2007 Lord Kirkwood of Kirkhope moved to resolve that this House calls upon the Government to revoke the Regulations laid before the House on 2 May (SI 2007/1331). After debate, the motion was withdrawn.
The House adjourned at 7.57pm until Tuesday 19 June at 2.30pm.

1 Mainstream Properties Limited (Appellants) v Young and others and another (Respondents) Further to the Order of the House of 2 May 2007 (30th Report Session 2006-07; [2007] UKHL 21) it was ordered that the appellants do pay or cause to be paid to the respondents their costs in this House, the amount of such costs to be certified by the Clerk of the Parliaments if not agreed between the parties.
2 R (on the application of M) (FC) (Petitioner) v Her Majesty’s Treasury (Respondents) and two other actions The petition of M, A and MM praying for leave to appeal was presented and referred to an Appeal Committee. The petitioners’ public funding certificates were lodged (lodged 14 June).
