1    Retail Development Bill [HL] Lord Cotter moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

2    House of Lords (Amendment) Bill [HL] Lord Avebury moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

The House adjourned at 1.16pm until Monday 25 February at 2.30pm.

Judicial Business

1    Irving (Petitioner) v Her Majesty’s Revenue and Customs (Respondents) The petition of John Leslie Irving praying for leave to appeal was presented and referred to an Appeal Committee.

2    Staffordshire County Council (Respondents) v Challinor and another (Petitioner) The petition of Margaret Ann Robinson praying for leave to appeal notwithstanding that the time limited by Standing Order II has expired was presented and referred to an Appeal Committee.

3    Appeal Committee The 34th Report from the Appeal Committee was agreed to and the following Order was made:
