1    Royal Assent The Lord Speaker (Baroness Hayman) notified the Queen’s Assent to the following Act:

2    Iraq: United Kingdom forces A question was asked by Lord Roberts of Llandudno and answered by Baroness Taylor of Bolton.

3    Schools: bullying A question was asked by Lord Morris of Manchester and answered by Lord Adonis.

4    Food: Government Departments A question was asked by Baroness Byford and answered by Lord Rooker.

5    China: Tibet A question was asked by Lord Avebury and answered by Lord Malloch-Brown.

6    Iraq War Inquiry Bill [HL] Lord McNally presented a bill to make provision for the holding of an inquiry into the Iraq war. It was read a first time and ordered to be printed. (HL Bill 45)

7    Business of the House The Lord President (Baroness Ashton of Upholland) moved that the debate on the motion in the name of Baroness Trumpington set down for today be limited to 3½ hours and that in the name of Lord Fowler to 1½ hours. The motion was agreed to.

The Lord President (Baroness Ashton of Upholland) moved that the draft instruments be referred to a Grand Committee en bloc. After debate, the motion was agreed to.

9    Constitutional Renewal Bill, Draft The Lord President (Baroness Ashton of Upholland) moved that it is expedient that a Joint Committee of Lords and Commons be appointed to consider and report on any draft Constitutional Renewal Bill presented to both Houses by a Minister of the Crown. The motion was agreed to and a message was sent to the Commons.

10    Cross-Bench Funding The Lord President (Baroness Ashton of Upholland) moved that, in the opinion of this House, the resolution of the House of 30 July 2002 (Financial Assistance to Opposition Parties) shall have effect as if paragraph (2)(a) provided for £61,003 to be the maximum amount of financial assistance which may be given to the Convenor of the Crossbench Peers for the year beginning with 1 April 2008; and paragraph (2)(b) shall apply in relation to each subsequent year accordingly. After debate, the motion was agreed to.

11    Crime (3½-hour debate) Baroness Trumpington moved for papers relating to the contributions of the police and the Home Office in the identification, prevention, solving and reduction of crime. After debate, the motion was withdrawn.

12    Statute Law (Repeals) Bill A message was received from the Commons that they concur with the Lords resolution regarding the referral of the Statute Law (Repeals) Bill to the Joint Committee on Consolidation Bills.

13    Iraq: refugees (1½-hour debate) Lord Fowler moved for papers relating to the position of refugees from the conflict in Iraq. After debate, the motion was withdrawn.

14    Government Resources and Accounts Act 2000 (Audit of Public Bodies) Order 2008 Lord Davies of Oldham to move that the draft Order laid before the House on 26 February be approved. After debate, the motion was agreed to.

The House adjourned at 4.20pm until Tuesday 25 March at 2.30pm.
