3    London Local Authorities and Transport for London Bill The Chairman of Committees moved that the bill be recommitted to an Unopposed Bill Committee in respect of Part 1 (Preliminary), Part 5 (Non-payment of penalty charges) and Schedule 2 (Representations and appeals in relation to the removal of vehicles, and enforcement). The motion was agreed to.

4    St. Austell Market Bill The bill was brought from the Commons. It was read a first time and referred to the Examiners.

Public Business

5    Waterways: Thames river bank A question was asked by Lord Lloyd of Berwick and answered by Lord Bassam of Brighton.

6    Education maintenance allowance A question was asked by Baroness Massey of Darwen and answered by Lord Adonis.

7    Disabled people: sports stadia A question was asked by Lord Faulkner of Worcester and answered by Lord Davies of Oldham.

8    Syria: nuclear weapons A question was asked by Baroness Symons of Vernham Dean and answered by Lord Malloch-Brown.

9    Housing and Regeneration Bill Baroness Andrews moved that the bill be committed to a Grand Committee. The motion was agreed to.

10    European Union (Amendment) Bill The bill was further considered in Committee, beginning with amendment 7. Debate on amendment 9 was adjourned. The House resumed.

11    Criminal Justice (Northern Ireland) Order 2008 Lord Rooker moved that the draft Order laid before the House on 3 March be approved. After debate, the motion was agreed to.

12    Criminal Justice (Northern Ireland Consequential Amendments) Order 2008 Lord Rooker moved that the draft Order laid before the House on 3 March be approved. The motion was agreed to.

13    European Union (Amendment) Bill The bill was further considered in Committee. The debate on amendment 9 was resumed. The House resumed after amendment 10.

The House adjourned at 10.15pm until Wednesday 30 April at 9.45am for judicial business, 3.00pm for public business.

Grand Committee Business

The Grand Committee met in the Moses Room at 3.30pm.

Health and Social Care Bill The Grand Committee further considered the bill, beginning with amendment 7. The Committee adjourned after amendment 19.

Judicial Business

1    R (on the application of Heffernan) (FC) (Appellant) v The Rent Service (Respondents) The appeal was set down for hearing and referred to an Appellate Committee.

2    Appeal Committee The 63rd Report from the Appeal Committee was agreed to and the following Order was made:

RB (Algeria) (FC) and another (Petitioners) v Secretary of State for the Home Department (Respondent) That the Special Advocates be granted permission to disclose to the petitioners’ agents paragraphs 1-5(a) and 6-22 of the closed petition; that the petitioners be granted leave to amend their petition for leave to appeal to include the matters set out in the foregoing paragraphs and the matters set out in the draft amended petition for leave to appeal; that leave to appeal be refused in respect of the matters set out in paragraphs 5(b), 23 and thereafter of the closed petition; and that, save for the foregoing, leave to appeal be granted and the petition of appeal lodged by 13 May.
