7528. CHAIRMAN: Mr Carrier, thank you
very much for your patience and I am very pleased to see you again.
It was a bit of a rush last night but I think what you are really
asking for is in paragraph 5(17), is it not?
The Petition of Mr Roy Carrier
7529. MR CARRIER: That is correct, my
Lord. Do you want me to say anything else about it?
7530. CHAIRMAN: I thought perhaps if
you would just read 5(17) again, we will then get the Promoters
to comment on it.
7531. MR CARRIER: Thank you, my Lord.
7532. "If it is agreed that my objection
is well-founded it could I presume cause delay in getting Royal
Assent to the Bill but it is a price worth paying because as I
have prepared this Petition it has only reinforced my view that
the scheduled works should include the works which will be necessary
as a result of the development of the road network in the local
area. However, such works cannot be specified in Schedule 1 until
after (a) there is available a full TIA [Transport Impact Assessment]
with reliable assumptions and traffic figures, (b) the scheme's
conflict with the [Thames Gateway Bridge], [Crossrail], and [Greenwich
Waterfront Transit] schemes has been appraised, (c) the mitigation
measures have been fully identified and funded and (d) there has
been public consultation on the mitigation measures."
7533. CHAIRMAN: That is what you are
asking for?
7534. MR CARRIER: Yes.
7535. CHAIRMAN: Thank you very much.

7536. MS LIEVEN: No, my Lord. Shall I
respond, and if you have any detailed highway questions I can
call Mr Anderson.
7537. My Lord, the Promoters' response is that
all the matters Mr Carrier is concerned about, and some of those
are perfectly valid concerns, are all dealt with in the undertaking
that we have given Bexley. I read to your Lordships yesterday
the undertaking we gave Bexley in the House of Commons, which
is on the Register. We have slightly enhanced that undertaking
in the last few days with Bexley, it is effectively the same but
we have made it a little bit clearer and more specific, so perhaps
if I can read that into the transcript. "The Promoter agrees
to continue discussions with the ... " --

7539. MS LIEVEN: It has not got a number,
my Lord. It is not on the Register yet because we only gave it
a few days ago to Bexley, so it is expanding and clarifying undertaking
