Examination of Witnesses (Questions 11600 - 11619)

  11600. MR ELVIN: Indeed. I am not sure what Mr Carpenter now is proposing to deal with. I opened generally for the Spitalfields Petitions before Easter and certainly I have got nothing I want to add at this stage.

  11601. CHAIRMAN: Are you dealing with this?

  11602. MR ELVIN: I am dealing with it. We have had several files of documentation including, I think by accident, Mr Carpenter's Spanish homework was included in the middle of it, which caused us a little bit of puzzlement this morning, but "Guy's homework" in the top right-hand corner gave the game away. Other than that, I am not sure precisely what Mr Carpenter is dealing with. If I need to add anything to what I have said in previous weeks, I will do so at the end if that is convenient.

  11603. CHAIRMAN: Well, Mr Carpenter, you must tell me what it is that you wish to raise today, or are you not going to do it yourself, is Ms Khela going to do it?

  11604. MR CARPENTER: Ms Khela is going to do our presentation today.

  11605. CHAIRMAN: That is just fine.

  11606. MR CARPENTER: So I will pass over to her to take over.

  11607. CHAIRMAN: Ms Khela, we have heard about the various problems of Spitalfields, so which one is it you want to address us on today?

  11608. MS KHELA: I would like to address two points. One is consultation and the other is another legal point which is relevant to our Association which is different from that of Matthew Horton.

  11609. CHAIRMAN: I did not get the second one.

  11611. CHAIRMAN: I am afraid you will have to explain that. What do you want to do? Do you want to explain it to start with and then call witnesses, or what?

  11612. MS KHELA: I think I would just like to start, to be honest.

  11613. CHAIRMAN: Okay.

  11614. MS KHELA: Okay. I am going to start with consultation. On October 2003 began the first round of consultation. It was the first time anybody in the area had heard of Crossrail, but only one of two groups in Spitalfields were aware of the public awareness consultation that took place. The two recipients were invited to the public information centre, there was no mention of Hanbury Street shaft or any other impact in the area, no information centres in the area. The nearest one was at Guildhall by St Paul's and Wodeham Gardens further east. Wodeham Gardens is not in the A-Z, most locals did not know where it was. The leaflet circulated was only in English and not available in any local language.

  11615. On 29 January, Crossrail reported—

  11616. CHAIRMAN: 29 January of what year?

  11617. MS KHELA: Sorry?

  11618. CHAIRMAN: What year?
