GOVERNMENT AMENDMENT
Letter to the Chairman from the Baroness Andrews

1. When I wrote to you on 21 May I promised to
write once we had a copy of the proposed amendment.
2. As I indicated in my previous letter we did
not intend to create a new power but to refer to regulation-making
powers contained in other legislation. The amendment inserts the
words 'under or by virtue of any other enactment (including an
enactment passed after the day on which this act is passed)' which
in our view clarifies the position.
3. The amendment will be formally laid prior
to the Lords Committee stage of the Bill.
