| The powers conferred on the Secretary of State and the Welsh Ministers by virtue of new section 122(6)(c) of the TA 2000 are extended so that regulations may provide for the Welsh Ministers, in addition to the Secretary of State, to make payments to certain persons who may be appointed to make certain determinations in connection with quality partnership schemes.

| 59 (additional sanctions for failures by bus operators)
| To extend the power conferred on traffic commissioners in section 155(1A)(b) TA 2000 (as would be inserted by this clause) to order bus operators to invest money in the provision of bus services. The amendment would enable such orders to require operators additionally to invest in specific "improvements" to services, and in facilities.

| 69 (power to confer functions on the Rail Passengers' Council)
| To extend the power of the Secretary of State, by Order, to confer additional functions on the Rail Passengers' Council. The amendment would enable such orders to include functions in relation to tramways and passenger transport facilities, in addition to local bus and domestic coach services (as already provided for under clause 69).

| 73 (power to establish a new integrated transport authority) and 78 (constitutional arrangements)
| To restrict the power of the Secretary of State when making a Governance Order under these clauses, by:
(1) requiring any such Order to provide for each representative council within the integrated transport area to appoint at least one of its elected members as a member of that ITA;
(2) restricting the circumstances under which voting rights may be conferred upon certain persons appointed to an ITA.

| 80 (delegation of local authority functions)
| To provide that the Secretary of State may delegate to an ITA the functions of a charging authority within the meaning of Part 3 of the Transport Act 2000 only with the consent of the majority of the authorities whose functions are to be delegated.

| 86 (incidental etc. provision)
| The provision that may be included in an order by virtue of subsection (4) of this clause is:
(1) extended so that such provision may modify an enactment, as well as amending, repealing or revoking an enactment;
(2) limited to exclude provision amending or disapplying certain provisions in the Local Government and Housing Act 1989 (political balance on local authority committees etc.).
