Thank you for your letter of 20 July 2006[73]
concerning the success of Phase I of the EU Emissions Trading
Scheme (EU ETS). You will recall that I promised to provide further
analysis of the EU ETS and the first year results when they became
available.
We published on 22 December 2006, the first
of a series of summary sheet analyses of the first year's emissions
results. Defra will be publishing further summary analysis sheets
in the coming weeks exploring the emissions results by sector
as well as examining issues such as the carbon market, compliance
and the results across the EU. These will be available on the
Defra website: http://www.defra.gov.uk/environmentlclimatechange/trading/eu/results/index.htm
In previous correspondence you were also interested
in enforcement of the EU ETS and in particular the penalties imposed
for non-compliance with the Scheme, (your letter of 9 March 2006)[74].
At the time of writing my response the regulators had not imposed
any fines on non-compliant operators. Over 99% of operators surrender
allowances and submitted verified emissions reports on time. However,
following investigation into the circumstances surrounding non-compliance
by a handful of operators, the Environment Agency, regulator for
the Scheme in England and Wales, has levied fines against four
companies.
