RAPID ACCESS TO SPECTRUM FOR WIRELESS
ELECTRONIC COMMUNICATION SERVICES (6280/07)
Letter from the Chairman to Rt Hon Margaret
Hodge MP, Minister of State for Industry and the Regions, Department
of Trade and Industry
Thank you for your Explanatory Memorandum dated
22 March 2007 which Sub-Committee B considered at its meeting
on 16 April 2007.
We support efforts to adopt and apply a more
flexible, technology-neutral and market-oriented approach to spectrum
allocation and the initiatives proposed in the Commission's Communication.
We also support the Government's and Ofcom's efforts towards that
goal.
We consider Member State co-operation in the
development of this new approach very important and we note your
reservations on the Commission's involvement in the facilitation
of this approach. We would be grateful if you could expland further
on the reasons why you consider the Commission's active involvement
as unnecessary. We would also be grateful to you for an indication
of the amount of spectrum made available through non-use by the
military; and for an estimate of how much revenue the Government
would re-invest in infrastructure should spectrum be auctioned.
We are content to clear this document from scrutiny.
