The Sub-Committee considered the draft report.
Paragraphs 1-270 were agreed to, with amendments.
It was moved by Lord Roper, to delete the last sentence
of paragraph 271 and to substitute—
"Whilst we recognise that the Russian government
has no current wish to join the EU and is unlikely to want to
do so in the near future, we hope that, one day, Russia may consider
applying. Russian membership of the EU would be of inestimable
value to relations between Russia and Member States of the EU
as well as of great benefit to the Russian people."
