ESTABLISHMENT OF PICT
1. Under the Parliament (Joint Departments) Act
2007 the Corporate Officers of the House of Lords and the House
of Commons (that is, the Clerk of the Parliaments and the Clerk
of the Commons) may establish joint departments of the Houses
of Parliament. Thus far staff working for a department which serves
both Housessuch as the Estates and Works Directorate or
the Parliamentary Archiveshave legally been based in one
House or the other.
2. The Corporate Officers may only establish
a joint department if (a) in the House of Lords a recommendation
has been made to that effect by the House Committee, which has
then been approved by the House of Lords itself; and (b) in the
House of Commons the Commission has given its approval.
3. At its meeting in May 2004 the House Committee
agreed in principle to the establishment of the Parliamentary
Information and Communications Technology Department (PICT).
4. The House Committee now makes the formal
recommendation under the Parliament (Joint Departments) Act 2007
that the Parliamentary Information and Communications Technology
Department should become a joint department under that Act.
5. The House is invited to approve the recommendation
in paragraph 4.
