DRAFT GAMBLING (GEOGRAPHICAL DISTRIBUTION OF LARGE
AND SMALL CASINO PREMISES LICENCES) ORDER 2008
24. We drew the draft Gambling (Geographical
Distribution of Large and Small Casino Premises Licences) Order
2008 to the special attention of the House in our 14th Report
[HL Paper 74] and the draft Order is to be debated in the House
on Thursday 15 May. We have now received letters from a number
of the local authorities proposed to be allowed to issue casino
premises licences under the Order: Great Yarmouth, Newham, Scarborough,
Southampton, Swansea and Torbay. They reiterate their intention
to maximise the regeneration benefits of the process and to measure
and manage any negative impact. In addition, Southampton City
Council state that the exclusive arrangement that they had with
a potential casino operator, to which we referred in our 14th
Report, has been terminated and that any licence can be awarded
on the basis of a free and open competition as required by Schedule
9 of the Gambling Act 2005. The letters are printed at Appendix
