| | In section 91 of the Representation of the People Act 1983 (c. 2) (Candidate's right to send election address post free), after subsection (1) there is inserted— |
| "( ) | The Electoral Registration Officer must seek to ensure that a candidate at a parliamentary election is, subject to regulations by the Secretary of State, entitled to send free of charge for postage to each elector one postal communication containing matter relating to the election only and not exceeding 2 ounces in weight."" |
