  "Functions
  In performing its duties under sections 61 and 62 the YPLA shall—
(a)  develop a national funding formula and national commissioning framework;
(b)  work with the relevant regional, sub-regional and local authorities to devise a regional skill strategy, providing them with consistent national data and information on which to base their plans;
(c)  work with local education authorities and their regional partners to ensure they plan effectively to meet the needs of learners and employers in their area;
(d)  assist these local and regional authorities wherever national or cross-regional commissioning is required, in particular in meeting the needs of learners with learning difficulties and disabilities;
(e)  undertake such other functions as the Secretary of State may direct."
