10   Provision of Services Regulations 2009 Lord Young of Norwood Green moved that the draft Regulations laid before the House on 12 October be approved. The motion was agreed to.

11   House Committee The Chairman of Committees moved that the Report from the Select Committee on Parliamentary Passes for UK Members of the European Parliament (4th Report, HL Paper 170) be agreed to. Then Lord Tomlinson moved, as an amendment to the original motion, to leave out “agreed to” and insert “referred back to the Committee for further consideration”. After debate, the amendment was agreed to. Then the original motion, as amended, was agreed to.

12   Apprenticeships, Skills, Children and Learning Bill The bill was read a third time. Amendments were agreed to. Then the bill was passed and returned to the Commons with amendments.

13   Fast-Track Legislation (Constitution Committee Report) Lord Goodlad moved that this House takes note of the Report of the Constitution Committee on Fast Track Legislation: Constitutional Implications and Safeguards (15th Report, HL Paper 116). After debate, the motion was agreed to.

14   Financial regulation (EUC Report) Baroness Cohen of Pimlico moved that this House takes note of the Report of the European Union Committee on The future of EU financial regulation and supervision (14th Report, HL Paper 106). After debate, the motion was agreed to.

15   Banking (EAC Report) Lord MacGregor of Pulham Market moved that this House takes note of the Report of the Economic Affairs Committee on Banking Supervision and Regulation (2nd Report, HL Paper 101). The motion was agreed to.

16   Welfare Reform Bill The bill was returned from the Commons with certain amendments agreed to, and with one amendment disagreed to with an amendment in lieu and a consequential amendment. The Commons amendments were ordered to be printed. (HL Bill 81)

17   Health Bill [HL] The bill was returned from the Commons with the amendments agreed to.
