The House met at 11.00am. Prayers were read by the Lord Bishop of Chester.
1 Leeds City Council Bill A message was brought from the Commons that they have made the following order to which they desire the concurrence of this House: That the promoters of the Leeds City Council Bill which was originally introduced in this House in the previous session on 22 January 2008 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 188A (Suspension of bills).
2 Reading Borough Council Bill A message was brought from the Commons that they have made the following order to which they desire the concurrence of this House: That the promoters of the Reading Borough Council Bill which was originally introduced in this House in the previous session on 22 January 2008 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 188A (Suspension of bills).
3 Immigration: Yarl’s Wood A question was asked by Lord Dubs and answered by Lord West of Spithead.
4 Prisoners: voting A question was asked by Lord Ramsbotham and answered by Lord Bach.
5 Quangos A question was asked by Lord Marlesford and answered by Baroness Crawley.
6 Enterprise Champion A question was asked by Lord Hunt of Wirral and answered by Lord Davies of Abersoch.
7 Ministry of Defence Police (Conduct) Regulations 2009 Lord Tunnicliffe moved that the draft Regulations laid before the House on 12 October be approved. The motion was agreed to.
8 Ministry of Defence Police Appeals Tribunals Regulations 2009 Lord Tunnicliffe moved that the draft Regulations laid before the House on 12 October be approved. The motion was agreed to.
9 Rail Vehicle Accessibility (Networks) Exemption Order 2009 Lord Faulkner of Worcester moved that the draft Order laid before the House on 12 October be approved. The motion was agreed to.
10 Welfare Reform Bill The Commons amendments were considered.
Motion A Lords Amendment 2 was not insisted on and Commons Amendment 2A in lieu and consequential Amendment 2B were agreed to.
11 Rail services: First Capital Connect Lord Adonis repeated as a ministerial statement the answer given to an urgent question asked in the House of Commons.
The House adjourned. The House resumed.
12 Coroners and Justice Bill The bill was returned from the Commons with a Lords amendment in lieu agreed to and the remaining Commons amendments not insisted on.
13 Policing and Crime Bill The bill was returned from the Commons with the Lords amendments agreed to.

14 Royal Commission The Lords Commissioners being seated, Baroness Royall of Blaisdon in the middle with the Lord Speaker (Baroness Hayman) and Lord McNally on her right hand and Lord Strathclyde and Baroness D’Souza on her left and the Commons being present at the Bar with their Speaker, the Commission for Royal Assent and Prorogation dated this day was read.
15 Royal Assent The following Acts, passed by both Houses of Parliament, received Royal Assent:
