The House met at 2.30pm.
Prayers were read by the Lord Bishop of Truro.
1 Lord Suri Ranbir Singh Suri, having been created Baron Suri, of Ealing in the London Borough of Ealing, for life by Letters Patent dated in the afternoon of 11 September 2014, was introduced between Lord Popat and Lord Leigh of Hurley, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct.
2 Viscount Allenby of Megiddo The Lord Speaker informed the House that Viscount Allenby of Megiddo, a member of the House, had died on 3 October 2014.
3 Retirements The Lord Speaker informed the House of the retirement of the following members under section 1 of the House of Lords Reform Act 2014:
Lord Grenfell with effect from 1 October
Lord Cobbold with effect from 13 October.
4 Leave of Absence Leave of absence was granted to Lord Janner of Braunstone for the remainder of this Parliament.
5 Earldom of Kinnoull in the Peerage of Scotland and Barony of Hay in the Peerage of Great Britain The Lord Chancellor reported that Charles William Harley Hay had established his succession to the Earldom of Kinnoull in the Peerage of Scotland and to the Barony of Hay in the Peerage of Great Britain. The Clerk of the Parliaments was accordingly directed to enter the Earl of Kinnoull on the register of hereditary peers maintained under Standing Order 10(5).
6 Baronies of Trevethin and Oaksey in the Peerage of the United Kingdom The Lord Chancellor reported that Patrick John Tristram Lawrence had established his claim to the Baronies of Trevethin and of Oaksey in the Peerage of the United Kingdom. The Clerk of the Parliaments was accordingly directed to enter Lord Trevethin and Oaksey on the register of hereditary peers maintained under Standing Order 10(5).

8 High Speed Rail (London–West Midlands) Bill The Examiners certified that certain Standing Orders apply to the Petition for Additional Provision in relating to the High Speed Rail (London–West Midlands) Bill (currently before the House of Commons) and that, of those which are applicable, Standing Order 10A has not been complied with. In addition, that Standing Orders 10, 10A, 11, 12, 12A, 13,27, 27A, 34, 36, 39, 41 and 45 have not been complied with in respect of the time prescribed by the Standing Orders for the giving of notices and making of deposits applicable to the purposes of the Additional Provision.

18 National Health Service: cottage hospitals A question was asked by Lord Naseby and, after debate, answered by Earl Howe.
