†Lord Lea of Crondall to move that this House regrets the lack of any mechanism to manage the number of appointments to the House in the light of the current size of the House; and calls on all political parties to work together, in conjunction with a statutory House of Lords Appointments Commission, to ensure that recommendations for future appointments to the House (including those arising from the internal mechanisms of the parties themselves) are made with a view both to enhancing the reputation of the House and to ensuring an appropriate balance between the political parties.

Lord Beecham to move that this House regrets that the Prosecution of Offences Act 1985 (Criminal Courts Charge) Regulations 2015 undermine the principle of judicial discretion, and add an artificial inducement to plead guilty; and further regrets that the Regulations were laid at a time that severely limited Parliamentary oversight, as well as making claims for savings that cannot be substantiated (SI 2015/796). 1st Report from the Secondary Legislation Scrutiny Committee
Lord Hunt of Kings Heath to move that this House regrets that the Health and Care Professions Council (Registration and Fees) (Amendment) (No. 2) Rules Order of Council 2015 increases mandatory registration renewal fees by 12.5 per cent for 330,000 dedicated health and social work professionals, taking no account of the public-sector pay freeze and pay restraint, and ignoring overwhelming opposition from registrants (SI 2015/1337).
Electoral Registration and Administration Act 2013 (Transitional Provisions) Order 2015 Lord Tyler to move that a Humble Address be presented to Her Majesty praying that the Order, laid before the House on 16 July, be annulled (SI 2015/1520).
Asylum Support (Amendment No. 3) Regulations 2015 Baroness Hamwee to move that a Humble Address be presented to Her Majesty praying that the Regulations, laid before the House on 16 July, be annulled (SI 2015/1501).
Lord Hunt of Kings Heath to move that this House takes note of the National Health Service Commissioning Board and Clinical Commissioning Groups (Responsibilities and Standing Rules) (Amendment) (No. 2) Regulations 2015 and of the simplification of the assessment of the maximum waiting time for NHS treatment for elective patients, in the light of the review by Sir Bruce Keogh, and the risk that the current more complex standards could provide a perverse incentive to commissioning bodies to deal with those recently added to the waiting list before those who have already been waiting for more than 18 weeks (SI 2015/1430).

3 Lord Stewartby The Clerk of the Parliaments informed the House that he had received written notice from Lord Stewartby under section 1 of the House of Lords Reform Act 2014 stating that he would retire from the House on 12 November 2015.

5 Barony of Grimston of Westbury in the Peerage of the United Kingdom The Petition of Robert John Sylvester Grimston claiming to have succeeded to the Barony of Grimston of Westbury in the Peerage of the United Kingdom and praying that the Clerk of the Parliaments might be directed to enter the petitioner as Lord Grimston of Westbury on the register of hereditary peers maintained under Standing Order 10(5) was presented and referred to the Lord Chancellor for a report to the House pursuant to Standing Order 11.

12 Syria: Refugees and Counter-Terrorism The Lord Privy Seal (Baroness Stowell of Beeston) repeated a ministerial statement made in the House of Commons.
13 Energy Bill [HL] The bill was further considered in Committee, beginning with amendment 12. Amendments 16–19 and 31 were agreed to. The House resumed after clause 36 was agreed to.

14 Criminal Legal Aid (Remuneration etc.) (Amendment) Regulations 2015 Lord Beecham moved that this House regrets that the Government are introducing the Criminal Legal Aid (Remuneration etc.) (Amendment) Regulations 2015 without having undertaken a review of the impact and coherence of the cuts to litigators’ fees; agrees with the Secondary Legislation Scrutiny Committee’s analysis that there is too little evidence to establish what effect the fee reduction would have; and regrets the Government’s lack of engagement with the profession and those affected by its reforms (SI 2015/1369). After debate, the motion was withdrawn.
