Baroness Featherstone to move, as an amendment to the above motion, at the end to insert "but this House regrets that the draft Order will close the Renewables Obligation to solar photovoltaic installations smaller than 5MW on 1 April; notes that this will have a detrimental effect on rooftop solar and community energy schemes, which will be left with no support, and that the date for closure is much earlier than expected by the industry, causing a significant reduction in investor confidence across the industry; and calls on Her Majesty’s Government to reinstate the Renewables Obligation for solar under 5MW and guarantee that existing solar projects will not be affected by future changes to policy".

Baroness Parminter to move that this House regrets that Her Majesty’s Government are moving to non-statutory codes regarding the welfare of farm and domestic animals through the draft Code of Recommendations for the Welfare of Livestock: Meat Chickens and Breeding Chickens (Revocation) (England) Order 2016, and calls on the Government urgently to produce guidelines on how such codes should be drawn up and reviewed.

Lord Pearson of Rannoch to move that a Humble Address be presented to Her Majesty praying that the Elections (Policy Development Grants Scheme) (Amendment) Order 2016, laid before the House on 12 February, be annulled (SI 2016/164).

14 Immigration Bill The report was continued, beginning with amendment 59. Amendments 62, 64, 72, 75, 76, 82, 84 (see division), 86, 88, 89, 90, 91, 92 to 106 and 107 to 112 were agreed to. The report stage was adjourned.

15 Civil Proceedings, Family Proceedings and Upper Tribunal Fees (Amendment) Order 2016 Lord Faulks moved that the draft Order laid before the House on 17 December 2015 be approved. Then Lord Beecham moved, as an amendment to the above motion, at the end to insert "but this House regrets that the draft Order further increases enhanced fees in certain proceedings that will be detrimental to victims of domestic violence and disproportionately discriminate against women; is concerned that the Government have acted against the advice of the Lord Chief Justice, Master of the Rolls, and the President of the Family Division, among others; and notes the Secondary Legislation Scrutiny Committee’s disappointment that despite strong concern expressed by respondents to the public consultation the Government give no policy justification other than the generation of income". After debate, the amendment was withdrawn and the original motion was agreed to.

The House adjourned. The House resumed.

16 Immigration Bill The report stage was continued, beginning with amendment 113. Amendments were considered. The report stage was adjourned after amendment 116.
