Lord Beecham to move, as an amendment to the above motion, at end insert "and that this House welcomes the principle of devolution, the Greater Manchester Combined Authority Devolution agreement, and the draft Order; but regrets the lack of adequate resources allocated to the Greater Manchester Combined Authority; is concerned that funding is being cut whilst essential services are being devolved; notes that a transitional grant is available to local authorities to ease the pace of funding reductions but that out of the ten constituent member local authorities of the Greater Manchester Combined Authority only three member local authorities will receive this funding; and regrets that the Agreement was conditional on having an elected Mayor".

Lord O’Neill of Gatley to move that this House approves, for the purposes of section 5 of the European Communities (Amendment) Act 1993, the Government’s assessment as set out in the Budget Report and Autumn Statement, combined with the Office for Budget Responsibility’s Economic and Fiscal Outlook and Fiscal Sustainability Report, which forms the basis of the United Kingdom’s Convergence Programme.

1 Lord Price Mark Ian Price, Esquire, CVO, having been created Baron Price, of Sturminster Newton in the County of Dorset, for life by Letters Patent dated 29 February 2016, was introduced between Lord Gardiner of Kimble and Lord Curry of Kirkharle, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct.

2 Oath Baroness Hanham took and subscribed the oath and signed an undertaking to abide by the Code of Conduct.

3 Retirement The Clerk of the Parliaments informed the House that he had received written notice from Baroness Perry of Southwark under section 1 of the House of Lords Reform Act 2014 stating that she would retire from the House on 26 May 2016.

Amendment 122 was disagreed to (see division 3). Amendment 122A was disagreed to (see division 4). Amendment 144B was disagreed to.
