1 Lord Macpherson of Earl’s Court Nicholas Ian Macpherson, GCB, having been created Baron Macpherson of Earl’s Court, of Earl’s Court in the Royal Borough of Kensington and Chelsea, for life by Letters Patent dated 4 October 2016, was introduced between Lord Layard and Lord Stern of Brentford, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct.

9 Self-build and Custom Housebuilding (Time for Compliance and Fees) Regulations 2016 Lord Bourne of Aberystwyth moved that the draft Regulations laid before the House on 14 July be approved. The motion was agreed to.

10 Financial Services and Markets Act 2000 (Ring-fenced Bodies, Core Activities, Excluded Activities and Prohibitions) (Amendment) Order 2016 Lord Young of Cookham moved that the draft Order laid before the House on 21 July be approved. The motion was agreed to.

11 Bus Services Bill [HL] The report stage was continued, beginning with amendment 18. Amendments 18 to 20, 25, 29, 32 and 33, 35 to 37, 43 to 46, 49 to 62, 64 to 66, 69, 71, 74 to 80, 83 to 86, 88 to 94, 96, 100 to 103, 105 to 109, 111 (see division 1) and 115 to 117 were agreed to. Amendment 113 was disagreed to (see division 2). The bill as amended was ordered to be printed. (HL Bill 67)

12 European Council Baroness Evans of Bowes Park repeated a ministerial statement made in the House of Commons.

13 Contracting Out (Functions relating to the Royal Parks) Order 2016 Lord Ashton of Hyde moved that the draft Order laid before the House on 21 July be approved. Then Lord Stevenson of Balmacara moved, as an amendment to the original motion, at end insert "but this House regrets that the Government have not sought or gained public support for the draft Order, that they have failed to carry out an effective consultation with the staff affected and that they have failed to explain how the body proposed by the draft Order would meet greater financial commitments while not destroying the balance between protecting the historic environment of the parks and maintaining their security and allowing commercial activities in the parks." After debate, the amendment was withdrawn and the original motion was agreed to.
