Other Motions for Debate
Lord Alton of Liverpool to move to resolve that this House believes that Christians, Yazidis, and other ethnic and religious minorities in Iraq and Syria are suffering genocide at the hands of Daesh; and calls upon Her Majesty’s Government to make a referral to the United Nations Security Council with a view to conferring jurisdiction upon the International Criminal Court or a war crimes tribunal, so that the perpetrators can be brought to justice.
Lord Hylton to move to resolve, in the light of the failure of successive negotiations between Israel and Palestine and of the humanitarian situation in the Gaza Strip, that this House calls for full international protection for the Occupied Palestinian Territories in order to achieve security for Israel and self-determination for the Palestinians.
Lord Lester of Herne Hill to move to resolve that the draft BBC Royal Charter should be laid before this House for debate, and that the BBC Royal Charter should not be granted until this House has debated on and approved the draft BBC Royal Charter.
Baroness Featherstone to move to resolve, in the light of the United Kingdom’s carbon emission targets under the Climate Change Act 2008 and the growth potential of the United Kingdom’s renewable industries, that this House calls on Her Majesty’s Government to introduce a moratorium on hydraulic fracturing, or "fracking", until the health, environmental and economic concerns about this industry have been fully investigated.
Baroness Prashar to move that this House takes note of the United Kingdom–India Year of Culture and the importance of international cultural relations.

Baroness Bakewell of Hardington Mandeville to move that this House regrets that the Local Government Pension Scheme (Management and Investment of Funds) Regulations 2016 unnecessarily require councils to meet their fiduciary duty; override the ability of local councils to make decisions that best meet both the needs of their pension scheme and the expectations of their local electorate; and that they undermine the principles of devolution of power and freedom of speech (SI 2016/946). 10th Report from the Secondary Legislation Scrutiny Committee
Lord Stevenson of Balmacara to move that this House regrets that the Higher Education (Basic Amount) (England) Regulations 2016 and the Higher Education (Higher Amount) (England) Regulations 2016 together with retrospectively changed loan conditions for existing students are further incremental burdens on students that risk worsening the opportunities for young people from low-income backgrounds, mature students and those undertaking part-time courses; and calls on Her Majesty’s Government to report annually to Parliament on the impact on the economy of the increasing quantum of graduate debt, estimates of payback rates, and the estimate of the annual cost to the Exchequer of the present system. 21st Report from the Secondary Legislation Scrutiny Committee
Baroness Bakewell of Hardington Mandeville to move that a Humble Address be presented to Her Majesty praying that the Social Security (Personal Independence Payment) (Amendment) Regulations 2017, laid before the House on 23 February, be annulled (SI 2017/194).
†Lord Hodgson of Astley Abbotts to move that this House regrets that the draft Claims in respect of Loss or Damage arising from Competition Infringements (Competition Act 1998 and Other Enactments (Amendment)) Regulations 2017 were laid without Her Majesty’s Government taking the opportunity to bring forward proposals for a regulatory structure which will maintain public trust and confidence in the provision of funding for third party litigants.

2 Retirement The Clerk of the Parliaments informed the House that he had received written notice from Lord McCluskey under section 1 of the House of Lords Reform Act 2014 stating that he would retire from the House on 1 March 2017.

9 Business of the House The Lord Privy Seal (Baroness Evans of Bowes Park) moved that, in the event of the European Union (Notification of Withdrawal) Bill having been reported to the House at the conclusion of its proceedings in a Committee of the Whole House, Standing Order 40(1) and (4) (Arrangement of the Order Paper) be dispensed with on Tuesday 7 March to enable the Report stage to start before oral questions and the Question for Short Debate in the name of Lord Truscott to be taken between the Report stage and Third Reading. The motion was agreed to.
10 Bereavement Support Payment Regulations 2017 Lord Henley moved that the draft Regulations laid before the House on 12 January be approved. The motion was agreed to.
11 Social Security Benefits Up-rating Order 2017 Lord Henley moved that the draft Order laid before the House on 16 January be approved. The motion was agreed to.
