Lord Alton of Liverpool to move to resolve that this House believes that Christians, Yazidis, and other ethnic and religious minorities in Iraq and Syria are suffering genocide at the hands of Daesh; and calls upon Her Majesty’s Government to make a referral to the United Nations Security Council with a view to conferring jurisdiction upon the International Criminal Court or a war crimes tribunal, so that the perpetrators can be brought to justice.

Lord Hylton to move to resolve, in the light of the failure of successive negotiations between Israel and Palestine and of the humanitarian situation in the Gaza Strip, that this House calls for full international protection for the Occupied Palestinian Territories in order to achieve security for Israel and self-determination for the Palestinians.

Lord Lester of Herne Hill to move to resolve that the draft BBC Royal Charter should be laid before this House for debate, and that the BBC Royal Charter should not be granted until this House has debated on and approved the draft BBC Royal Charter.

2 European Union (Notification of Withdrawal) Bill The report was received. Amendment 1 was disagreed to (see division 1). The report stage was adjourned after amendment 2.

3 Living standards: inequality A question was asked by Baroness Lister of Burtersett and answered by Baroness Neville-Rolfe.

4 European Union: migration A question was asked by Lord Dykes and answered by Baroness Williams of Trafford.

5 Rural areas: income A question was asked by Lord Beith and answered by Lord Gardiner of Kimble.

7 European Union (Notification of Withdrawal) Bill The report stage was continued, beginning with amendment 3. Amendment 3 was agreed to (see division 2). The bill, as amended, was ordered to be printed. (HL Bill 109).

8 Shale gas A question was asked by Lord Truscott and, after debate, answered by Lord Prior of Brampton.

9 European Union (Notification of Withdrawal) Bill The Lord Privy Seal (Baroness Evans of Bowes Park) signified the Queen’s consent. The bill was read a third time. Lord Bridges of Headley moved that the bill do now pass. Then Lord Newby moved, as an amendment to the motion, to leave out from "that" to the end and insert "this House declines to allow the bill to pass, because the bill does not provide a mechanism for the people of the United Kingdom to have a vote, prior to the United Kingdom’s departure from the European Union, on the terms of the new relationship between the United Kingdom and the European Union." After debate, the amendment was disagreed to (see division 3). The bill was passed and returned to the Commons with amendments.
