Lord Alton of Liverpool to move to resolve that this House believes that Christians, Yazidis, and other ethnic and religious minorities in Iraq and Syria are suffering genocide at the hands of Daesh; and calls upon Her Majesty’s Government to make a referral to the United Nations Security Council with a view to conferring jurisdiction upon the International Criminal Court or a war crimes tribunal, so that the perpetrators can be brought to justice.

Lord Hylton to move to resolve, in the light of the failure of successive negotiations between Israel and Palestine and of the humanitarian situation in the Gaza Strip, that this House calls for full international protection for the Occupied Palestinian Territories in order to achieve security for Israel and self-determination for the Palestinians.

Lord Lester of Herne Hill to move to resolve that the draft BBC Royal Charter should be laid before this House for debate, and that the BBC Royal Charter should not be granted until this House has debated on and approved the draft BBC Royal Charter.

Baroness Featherstone to move to resolve, in the light of the United Kingdom’s carbon emission targets under the Climate Change Act 2008 and the growth potential of the United Kingdom’s renewable industries, that this House calls on Her Majesty’s Government to introduce a moratorium on hydraulic fracturing, or "fracking", until the health, environmental and economic concerns about this industry have been fully investigated.

1 Earldoms of Leven and Melville in the Peerage of Scotland The Lord Chancellor reported that Alexander Ian Leslie Melville had established his claim to the Earldoms of Leven and Melville in the Peerage of Scotland. The Clerk of the Parliaments was accordingly directed to enter the Earl of Leven and Melville on the register of hereditary peers maintained under Standing Order 10(5).

9 Legislative Reform (Private Fund Limited Partnerships) Order 2017 Lord Young of Cookham moved that the draft Order laid before the House on 16 January be approved. The motion was agreed to.

10 Automatic Enrolment (Earnings Trigger and Qualifying Earnings Band) Order 2017 Lord Henley moved that the draft Order laid before the House on 2 February be approved. The motion was agreed to.

11 Higher Education and Research Bill The report stage was continued, beginning with amendment 144. Amendments 144 and 145 were disagreed to (see divisions 1 and 2). Amendments 148 and 149, 150 (see division 3) and 155 were agreed to. The report stage was adjourned after amendment 158.

The House adjourned. The House resumed.

12 European Union (Notification of Withdrawal) Bill The bill was returned from the Commons with reasons. The reasons were considered forthwith. Lords amendments 1 (see division 4) and 2 (see division 5) were not insisted on.
