Baroness Smith of Basildon to move that it is expedient that a Joint Committee of Lords and Commons be appointed to consider and report on the terms and options for any votes in Parliament on the outcome of the negotiations on the United Kingdom’s withdrawal from the European Union, including how any such votes be taken before any agreement is considered by the European Parliament; and that the Joint Committee do report by 31 October 2017.

Other Motions for Debate
Lord Alton of Liverpool to move to resolve that this House believes that Christians, Yazidis, and other ethnic and religious minorities in Iraq and Syria are suffering genocide at the hands of Daesh; and calls upon Her Majesty’s Government to make a referral to the United Nations Security Council with a view to conferring jurisdiction upon the International Criminal Court or a war crimes tribunal, so that the perpetrators can be brought to justice.
Lord Hylton to move to resolve, in the light of the failure of successive negotiations between Israel and Palestine and of the humanitarian situation in the Gaza Strip, that this House calls for full international protection for the Occupied Palestinian Territories in order to achieve security for Israel and self-determination for the Palestinians.
Lord Lester of Herne Hill to move to resolve that the draft BBC Royal Charter should be laid before this House for debate, and that the BBC Royal Charter should not be granted until this House has debated on and approved the draft BBC Royal Charter.
Baroness Featherstone to move to resolve, in the light of the United Kingdom’s carbon emission targets under the Climate Change Act 2008 and the growth potential of the United Kingdom’s renewable industries, that this House calls on Her Majesty’s Government to introduce a moratorium on hydraulic fracturing, or "fracking", until the health, environmental and economic concerns about this industry have been fully investigated.

Baroness Bakewell of Hardington Mandeville to move that this House regrets that the Local Government Pension Scheme (Management and Investment of Funds) Regulations 2016 unnecessarily require councils to meet their fiduciary duty; override the ability of local councils to make decisions that best meet both the needs of their pension scheme and the expectations of their local electorate; and that they undermine the principles of devolution of power and freedom of speech (SI 2016/946). 10th Report from the Secondary Legislation Scrutiny Committee
Lord Stevenson of Balmacara to move that this House regrets that the Higher Education (Basic Amount) (England) Regulations 2016 and the Higher Education (Higher Amount) (England) Regulations 2016 together with retrospectively changed loan conditions for existing students are further incremental burdens on students that risk worsening the opportunities for young people from low-income backgrounds, mature students and those undertaking part-time courses; and calls on Her Majesty’s Government to report annually to Parliament on the impact on the economy of the increasing quantum of graduate debt, estimates of payback rates, and the estimate of the annual cost to the Exchequer of the present system. 21st Report from the Secondary Legislation Scrutiny Committee

Lord Marks of Henley-on-Thames to move that this House regrets that the Civil Procedure (Amendment) Rules 2017 have been laid with insufficient regard to the overwhelmingly negative response to the proposed Rules during the consultation and to the lack of evidence that significant numbers of unmeritorious environmental claims are currently brought; that they may escalate claimants’ legal costs and act against the intention of the Aarhus Convention that the cost of environmental litigation should not be prohibitive; and that they are likely to have the effect of deterring claimants from bringing meritorious environmental cases (SI 2017/95 (L. 1)). 25th Report from the Secondary Legislation Scrutiny Committee
