Lord Clark of Windermere to move that this House regrets that the Education (Student Fees, Awards and Support) (Amendment) Regulations 2017, which pave the way for students of nursing, midwifery and allied health professionals to receive loans rather than bursaries, have already been seen to discourage degree applications by a quarter, at the same time as Brexit has already reduced European Union migrant nursing and midwifery registrations by over 90 per cent; and that these factors risk turning an increasing problem in the National Health Service into a chronic one that potentially puts at risk safe levels of staffing (SI 2017/114). 26th Report from the Secondary Legislation Scrutiny Committee

Lord Alton of Liverpool to move to resolve that this House believes that Christians, Yazidis, and other ethnic and religious minorities in Iraq and Syria are suffering genocide at the hands of Daesh; and calls upon Her Majesty’s Government to make a referral to the United Nations Security Council with a view to conferring jurisdiction upon the International Criminal Court or a war crimes tribunal, so that the perpetrators can be brought to justice.
Lord Hylton to move to resolve, in the light of the failure of successive negotiations between Israel and Palestine and of the humanitarian situation in the Gaza Strip, that this House calls for full international protection for the Occupied Palestinian Territories in order to achieve security for Israel and self-determination for the Palestinians.
Lord Lester of Herne Hill to move to resolve that the draft BBC Royal Charter should be laid before this House for debate, and that the BBC Royal Charter should not be granted until this House has debated on and approved the draft BBC Royal Charter.
Baroness Featherstone to move to resolve, in the light of the United Kingdom’s carbon emission targets under the Climate Change Act 2008 and the growth potential of the United Kingdom’s renewable industries, that this House calls on Her Majesty’s Government to introduce a moratorium on hydraulic fracturing, or "fracking", until the health, environmental and economic concerns about this industry have been fully investigated.

†Lord Hunt of Kings Heath to move that a Humble Address be presented to Her Majesty praying that the National Health Service (Mandate Requirements) Regulations 2017, laid before the House on 20 March, be annulled on the grounds that the Regulations, and the associated Mandate to NHS England, do not require that in 2017–18 NHS England meets its obligation to ensure that 92 per cent of patients are treated within 18 weeks of referral; that failure to meet this target is a breach of the rights of patients outlined in the NHS Constitution and of the statutory requirement laid out in the National Health Service Commissioning Board and Clinical Commissioning Groups (Responsibilities and Standing Rules) Regulations 2012; and that the Secretary of State may have acted unlawfully in failing to include this target in the Mandate; and calls on Her Majesty’s Government to publish the advice they have received on the legality of their actions (SI 2017/445).
