11.In our 13th Report of this session, we drew attention to the Marshall Scholarships Order 2017 (SI 2017/1109), expressing concern about the proposal to increase, at public expense, the number of scholarships offered to American post-graduate students to study in the UK from 40 to 50. The Committee raised a number of questions about the policy and the FCO’s responses were included in Appendix 1 of our 13th Report.3 The Committee was not persuaded that the FCO’s plans to use taxpayers’ money to increase its sponsorship of foreign students from a rich nation were appropriate at a time when there is significant concern about the effect of student loans on British students. Nor was the Committee persuaded that it was equitable to sponsor American students to do two MAs back to back when that opportunity is not available to our own students. The further correspondence on this matter is included at Appendix 1 of this report. We remain unpersuaded.
