Short Title of the Bill
Make provision about the powers and duties of local authorities and other bodies in England in relation to the improvement of the well-being of young children; to make provision about the powers and duties of local authorities in England and Wales in relation to the provision of childcare and the provision of information to parents and other persons; to make provision about the regulation and inspection of childcare provision in England; to amend Part 10A of the Children Act 1989 in relation to Wales; and for connected purposes.

In relation to England, the Bill is intended to assist in the implementation of the aims set out in The Ten Year Strategy for Childcare: Choice for parents, the best start for children: a ten year strategy for childcare, published on 2nd December 2004, which set out the Government's plans for the future of childcare. In relation to Wales, it will assist the implementation of Childcare is for Children, published on 29th November 2005. (Source: Explanatory Note Bill 85-EN)
