Short Title of the Bill
Make provision about arrangements for redress in relation to liability in tort in connection with services provided as part of the health service in England or Wales; and for connected purposes.

In July 2000 the Government published The NHS Plan, A plan for investment, a plan for reform, which committed the NHS to a 10 year process of reform. In particular, the NHS Plan committed the Department of Health to looking at ways to improve the system for handling and responding to clinical negligence claims.
