Short Title of the Bill
Establish a National Policing Improvement Agency; to make provision about police forces and police authorities; to make provision about police powers and about the powers and duties of community support officers, weights and measures inspectors and others; to make provision about the supply to the police and others of information contained in registers of death; to make further provision for combatting crime and disorder; to establish the office of Her Majesty’s Chief Inspector for Justice, Community Safety and Custody; to amend Part 12 of the Criminal Justice Act 2003; to amend the Computer Misuse Act 1990; to make provision about the forfeiture of indecent images of children; to provide for the conferring of functions on the Independent Police Complaints Commission in relation to the exercise of enforcement functions by officials involved with immigration and asylum; to amend the Extradition Act 2003; and for connected purposes.

The Government published the White Paper 'Building Communities, Beating Crime: a better police service for the 21st century' (CM 6360) in November 2004. The White Paper set out the Government's strategy for strengthening the ability of the police and their partners to prevent, deter, detect and reduce crime. The paper set out three broad objectives to achieve this, namely: to spread neighbourhood policing to every community with improved police responsiveness and customer service; further modernisation of the police workforce to ensure that the service is fully equipped and able to deliver these changes; and greater involvement of communities and citizens in determining how their communities are policed. Part 1 of the Bill gives effect to those provisions in the White Paper that require primary legislation. (Source: Explanatory Note Bill 104- EN)
