PROGRESS WITH DEBT RELIEF

  Based on the analysis undertaken so far by the staffs of the IMF and World Bank, this table explains progress so far in delivering debt relief to eligible countries. The table lists all 41 HIPCs identified by the institutions. Column I indicates which countries are thought not to need debt relief. Column 2 indicates those which have embarked on the process of securing debt relief; the Mauritius Mandate calls on all eligible poor countries to have done so by the year 2000. Column 3 indicates which countries are thought, on current data, to need HIPC relief, in addition to Naples terms, though some of the countries with ticks shown against them have not been assessed. Column 4 indicates those countries requiring HIPC relief thought capable of reaching a decision point (see paragraph 18 of the Memorandum) by the year 2000; the Mauritius Mandate called for three quarters of such countries to reach this stage by that date. Column 5 shows which countries already have firm HIPC decisions and completion points (see paragraph 21 of the Memorandum).
