EXAMPLES OF TACIS LATE PAYMENTS

NATURAL RESOURCES CONSULTANT

  Owed £212.000 of agreed invoiced work for over a year. Advance payment made 1½ months after completion of project (168 days late). Other invoices paid, days late: 105, 114, 126, 198, 209.

MANAGEMENT CONSULTANT

  First invoice for a new project just approved by Task Manager, who had told them the Finance Department cannot start looking at the invoice (sum involved £88k) for at least 6 weeks.

ENGINEERING CONSULTANT

  As a direct result of payment delays, a sub-contractor was forced into liquidation. TACIS were "unbelievably bureaucratic to the point of being unfair". Consultant has been put off applying for future work from EU.

PROCUREMENT CONSULTANT

  April invoices paid late in August. Brussels rep continually having to chase payments through the system when the raison d'etre for being in there is to undertake business development. "Officials seem oblivious to commercial realities facing firms who are more often treated as `the enemy' rather than as partners".

AGRICULTURAL CONSULTANT

  Invoices never paid in full, with large amounts disputed. When invoices are paid, they are up to 114 days overdue.
