Multi-layered Democracy
I am writing to place on the record my acknowledgement
of the Scottish Affairs Committee's report on the operation of
Multi-Layer Democracy.
As you are aware we have had access to a number of
sources of information and advice in putting together our proposals
for the establishment of a Scottish Parliament. Your report and
its comments on the future of a devolved administration within
the confines of the UK constitution were helpful in that context
and we will continue to consider its contents as we prepare for
the creation of the Parliament and its Executive arm. As you know,
however, I was concerned that a copy of the report appeared to
have found its way into the hands of the media ahead of publication.
