The International Development Committee reported
to the House on Afghanistan: the Transition from Humanitarian
Relief to Reconstruction and Development Assistance in its First
Report of Session 2002-03, published on 23 January 2003 as HC
84. The Government Response to that Report was received on 28
March 2003 in the form of a memorandum to the Committee. It is
reproduced as an Appendix to this Special Report.
