COSTS
Access authority salary costs and expenses
Natural England's planning assumption is that,
in the context of length and complexity of the coastline, an average-sized
(coastal) access authority would need one full-time project officer
for three years: a smaller one would need less time and a large
one might need two officers. Administrative support for these
posts is also accounted for at a ratio of 0.25 Full Time Equivalent
(FTE) per project officer FTE. Salary costs for the project officer
posts have been estimated at an average of £35,000 pa and
an average of £18,000 pa for the administrative support posts.
A budget estimate of £15,000 pa for Travel and Subsistence
(T&S) per project officer post has also been accounted for.
Over the 10 year implementation period, we estimate that funding
of overall salary and T&S costs for the access authority posts
will be in the region of £9 million.
Our working assumption is that access authority
project officer and administrative support salary costs will be
met as programme spend, and T&S for project officers will
also be met from this budget. Overheads, such as accommodation,
are assumed to be the responsibility of the access authority.
Maintenance costs
Our current estimates for maintenance of the
proposed coastal route are based on an average per km figure of
the English coast using data derived from existing coastal National
Trails. This is profiled on a rising curve to reflect the increasing
maintenance requirement as the coastal route is established. We
believe that this figure is likely to be in the region of £6
million over the anticipated 10 year implementation period.
