(HL Paper 62) Public Business 5 Children and young people: youth services A question was asked by Lord Northbourne and answered by Lord Adonis. 6 Railways: trees A question was asked by the Earl of Mar and Kellie and answered by Lord Bassam of Brighton. 7 Courts: family cases A question was asked by Lady Saltoun of Abernethy and answered by Lord Falconer of Thoroton. 8 Iran: missile threat A question was asked by Lord Wallace of Saltaire and answered by Lord Triesman. 9 Greater London Authority Bill A bill to make further provision with respect to the Greater London Authority; to amend the Greater London Authority Act 1999; to make further provision with respect to the functional bodies, within the meaning of that Act, and the Museum of London; and for connected purposes was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 46) 10 Greater London Authority Bill The Explanatory Notes on the bill were ordered to be printed. (HL Bill 46-EN) 11 House of Lords Reform The Lord President (Baroness Amos) moved that, notwithstanding the practice of the House that matters already decided may not be brought forward again during the same session, the House may vote on all motions relating to House of Lords Reform on Wednesday 14 March; and that Standing Order 41 (Arrangement of the Order Paper) be dispensed with on that day so that the motions may be taken before other public business. The motion was agreed to. 12 Corporate Manslaughter and Corporate Homicide Bill The Queen’s consent was signified. The bill was read a third time. Amendments were considered. Then, after debate, the bill was passed and returned to the Commons with amendments. 13 Digital Switchover (Disclosure of Information) Bill Lord Davies of Oldham moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to a Grand Committee. The House adjourned at 5.44pm until Thursday 1 March at 11.00am. Grand Committee Business The Grand Committee met in the Moses Room at 3.45pm Welfare Reform Bill The Grand Committee further considered the bill, beginning with amendment 32. The Committee adjourned after clause 12 was agreed to. The Committee adjourned at 7.59pm. Judicial Business 1 R (on the application of Stellato) (FC) (Respondent) v Secretary of State for the Home Department (Appellant) It was moved by Lord Bingham of Cornhill, That the 13th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal of 1 December 2006 be affirmed and the appeal dismissed; that the respondent be released from custody immediately; that the appellant do pay or cause to be paid to the respondent his costs in this House, the amount thereof to be certified by the Clerk of the Parliaments if not agreed between the parties; and that the costs of the respondent be taxed in accordance with the Access to Justice Act 1999. [2007] UKHL 5 2 Dabas (Appellant) v High Court of Justice, Madrid, Spain (Respondent) (Criminal Appeal from Her Majesty’s High Court of Justice) It was moved by Lord Bingham of Cornhill, That the 14th Report from the Appellate Committee be agreed to; the motion was agreed to. [2007] UKHL 6 3 R v H (Appellant) (On Appeal from the Court of Appeal (Criminal Division)) It was moved by Lord Hope of Craighead, on behalf of Lord Nicholls of Birkenhead, That the 15th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal Criminal Division of 7 July 2006 be affirmed and the appeal dismissed; and that the questions certified by the Court of Appeal Criminal Division on 21 July 2006 be answered in accordance with the opinions expressed in this House. [2007] UKHL 7 4 R v Rogers (Appellant) (On Appeal from the Court of Appeal (Criminal Division)) It was moved by Lord Hoffmann, That the 16th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal Criminal Division of 10 November 2005 be affirmed and the appeal dismissed; and that the question certified by the Court of Appeal Criminal Division on 10 November 2005 be answered in the affirmative.
