2    Tax credits A question was asked by Baroness Williams of Crosby and answered by Lord Davies of Oldham.

3    Schools: language teaching A question was asked by Lord Quirk and answered by Lord Adonis.

4    Olympic Games 2012: Hackney Marshes A question was asked by Lord James of Blackheath and answered by Lord Davies of Oldham.

5    Autism: Blue Badge Scheme A question was asked by Lord Clement-Jones and answered by Lord Bassam of Brighton.

6    Life Peerages (Residency for Taxation Purposes) Bill [HL] Lord Oakeshott of Seagrove Bay presented a bill to amend the Life Peerages Act 1958 to provide a tax residency requirement for the conferral of life peerages under that Act. It was read a first time and ordered to be printed. (HL Bill 62)

7    Vehicle Registration Marks Bill A bill to make further provision about the retention of vehicle registration marks pending transfer was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 63)

8    Vehicle Registration Marks Bill The Explanatory Notes on the bill were ordered to be printed. (HL Bill 63-EN)

9    Communications The Chairman of Committees moved that a Select Committee be appointed to consider Communications and that, as proposed by the Committee of Selection, the following members be appointed to the Committee:

10    Climate Change Bill, Draft The Chairman of Committees moved that the Commons message of Wednesday 18 April be now considered, and that a Committee of twelve Lords be appointed to

join with the Committee appointed by the Commons to consider and report on the draft Climate Change Bill presented to both Houses on 13 March 2007 (Cm 7040);

That, as proposed by the Committee of Selection, the following members be appointed to the Committee:

And that, notwithstanding the Resolution of this House of 27 March, the date by which the Joint Committee is required to report should be 25 July 2007 rather than 13 July 2007.

11    Offender Management Bill Lord Bassam of Brighton, on behalf of Baroness Scotland of Asthal, moved that it be an instruction to the Committee of the Whole House to which the Offender Management Bill has been committed that they consider the bill in the following order:

Clauses 6 to 8
Schedule 2 Clauses 9 to 36

12    Justice and Security (Northern Ireland) Bill The report was received. Amendments were agreed to. The bill, as amended, was ordered to be printed. (HL Bill 64)

The House adjourned. The House resumed.

13    Housing: homeless and overcrowded families A question was asked by Lord Dubs and, after debate, answered by Baroness Andrews.

The House adjourned at 6.05pm until Tuesday 24 April at 2.30pm.

Judicial Business

1    Ralston (AP) (Appellant) v Scottish Ministers (Respondents) (Scotland) The appeal of Samuel Ralston was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 4 June. The appellant’s legal aid certificate was lodged.

2    Sumukan Limited (Petitioners) v Commonwealth Secretariat (Respondents) The petition of Sumukan Limited praying for leave to appeal was presented and referred to an Appeal Committee (lodged 20 April).
