Prayers were read by the Lord Bishop of St Albans 1 Lord Hameed Khalid Hameed, Esquire, CBE, having been created Baron Hameed, of Hampstead in the London Borough of Camden, for life by Letters Patent dated 27 March 2007, was introduced between Lord Dholakia and Lord Janner of Braunstone, and took and subscribed the oath (see Appendix). Private Business 2 Transport for London (Supplemental Toll Provisions) Bill [HL] Lord Tunnicliffe moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to an unopposed bill committee. 3 London Local Authorities Bill [HL] The bill was read a third time. Amendments were agreed to. Then the bill was passed and sent to the Commons. Public Business 4 Fuel poverty A question was asked by Lord Palmer and answered by Lord Truscott. 5 Elections: signatures A question was asked by Baroness Hanham and answered by Lord Evans of Temple Guiting. 6 Railways: saver fares A question was asked by Lord Bradshaw and answered by Lord Bassam of Brighton. 7 Palestine: Alan Johnston A question was asked by Baroness Deech and answered by Lord Triesman. 8 Ministry of Justice A private notice question was asked by Lord Kingsland and answered by Lord Falconer of Thoroton. 9 Business of the House The Lord President (Baroness Amos) moved that the debate on the motion in the name of Lord James of Blackheath set down for today shall be limited to 3 hours and that in the name of Lord Bruce-Lockhart to 2 hours. The motion was agreed to. 10 National Health Service: resources (3-hour debate) Lord James of Blackheath moved for papers relating to budgetary reporting and the use of resources in the National Health Service. After debate, the motion was withdrawn. 11 Local Government: Lyons Inquiry (2-hour debate) Lord Bruce-Lockhart moved for papers relating to the recommendations of the Lyons Inquiry into Local Government, and the future of local government funding. (1264) 2 Courts-Martial Appeal (Amendment No. 2) Rules 2007, laid under the Courts-Martial (Appeals) Act 1968. (1298) 3 Export Control (North Korea) Order 2007, laid under the European Communities Act 1972. (1334) Papers not subject to parliamentary proceedings The following papers were laid before the House: 1 Report and Accounts for 200506 of Enterprise Ulster, laid under the Northern Ireland Act 2000. 2 Call-Out Order to Authorise the Call-Out of Members of the Reserve Forces, laid under the Reserve Forces Act 1996. Judicial Business 1 Capewell (Respondent) v Her Majestys Revenue and Customs (Appellants) and another Further to the Order of the House of 31 January 2007 (10th Report Session 200607; [2007] UKHL 2) it was ordered that the respondent do pay or cause to be paid to the appellants their costs in this House, the amount thereof to be certified by the Clerk of the Parliaments if not agreed between the parties; that paragraph 1 of the Order of Her Majestys Court of Appeal of 29 April 2005 be set aside; that paragraph 2 of the Order of Her Majestys Court of Appeal of 29 April 2005 be set aside, and that there be no order for costs as between the appellants and the respondent incurred in relation to the issues before Her Majestys Court of Appeal on 26 October 2004 (on which judgment was given by Her Majestys Court of Appeal on 2 December 2004), the receivers costs of that hearing to be costs in the receivership; that paragraph 3 of the Order of Her Majestys Court of Appeal of 29 April 2005 be set aside, and that the respondent do pay or cause to be paid to the appellants their costs incurred in relation to the issues before Her Majestys Court of Appeal on 7 July 2005 (on which judgment was given by Her Majestys Court of Appeal on 29 July 2005), the receivers costs of that hearing to be costs in the receivership; and that the amount of costs to be paid in respect of proceedings in Her Majestys Court of Appeal and in the High Court of Justice Queens Bench Division Administrative Court be determined by a Costs Judge if not agreed between the parties. 2 Jafar-Fini (Petitioner) v Skillglass Limited and others (Respondents) The petition of Mohammad Jarari-Fini praying for leave to appeal was presented and referred to an Appeal Committee. 3 Liffe Administration and Management (Respondents) v Pinkava (Petitioner) and others The petition of Pavel Pinkava praying for leave to appeal was presented and referred to an Appeal Committee.
