(HL Paper 149) Select Committee Reports 2 Constitution Committee Relations between the executive, the judiciary and Parliament (6th Report, HL Paper 151) 3 Human Rights The Human Rights of Older Persons in Healthcare (18th Report, HL Paper 156) Counter-Terrorism Policy and Human Rights: 28 Days, Intercept and Post-Charge Questioning (19th Report, HL Paper 157) Public Business 4 Barometers A question was asked by Lord Forsyth of Drumlean and answered by Lord Rooker. 5 House of Lords: prayers A question was asked by Lord Roberts of Llandudno and answered by the Chairman of Committees. 6 Smoking: churches and cathedrals A question was asked by Baroness Cumberlege and answered by Baroness Royall of Blaisdon. 7 Schools: IGCSE A question was asked by Lord Lucas and answered by Lord Adonis. 8 Standing Orders (Public Business) The Lord President (Baroness Ashton of Upholland) moved that the standing orders relating to public business be amended as follows: Standing Order 73 (Affirmative instruments) Leave out sub-paragraphs (a) and (b) of paragraph (1) and insert: “(a) except in the case of a draft remedial order or remedial order laid under Schedule 2 to the Human Rights Act 1998, or a draft order proposed to be made under Part 1 of the Legislative and Regulatory Reform Act 2006, or a subordinate provisions order made or proposed to be made under the Regulatory Reform Act 2001, there has been laid before the House the report thereon of the Joint Committee on Statutory Instruments; (b) in the case of a draft order proposed to be made under Part 1 of the Legislative and Regulatory Reform Act 2006, or a subordinate provisions order made or proposed to be made under the Page 721 2006-07 Volume 240 Back to topRegulatory Reform Act 2001, there has been laid before the House the report thereon of the Delegated Powers and Regulatory Reform Committee; and” Standing Order 74 (Joint Committee on Statutory Instruments) In paragraph (1), leave out from “but excluding any Order in Council” to the end and insert: “but excluding any remedial order or draft remedial order under Schedule 2 to the Human Rights Act 1998, and any draft order proposed to be made under Part 1 of the Legislative and Regulatory Reform Act 2006 and any subordinate provisions order made or proposed to be made under the Regulatory Reform Act 2001; and” In paragraph (2), leave out “any statutory instrument made by a member of the Scottish Executive or by the National Assembly for Wales” and insert “any statutory instrument made by the Scottish Ministers or otherwise under an Act or Act of the Scottish Parliament or by the Welsh Ministers”. The motion was agreed to. A message was sent to the Commons to inform them of the amendments to Standing Order 74 (Joint Committee on Statutory Instruments). It was ordered that the Standing Orders (Public Business) be reprinted. (HL Paper 147) 9 Parliamentary Constituencies (Amendment) Bill [HL] The order of commitment was discharged. 10 Offender Management Bill The bill was read a third time. Amendments were agreed to. Then, after debate, the bill was passed and returned to the Commons with amendments. 11 Local Government and Public Involvement in Health Bill The bill was further considered in Committee, beginning with amendment 204CC. The House resumed. 12 Further Education and Training Bill [HL] The bill was returned from the Commons agreed to with amendments and with a privilege amendment. It was ordered that the Commons amendments be printed. (HL Bill 95) 13 Gambling Act 2005 (Operating Licence Conditions) Regulations 2007 Lord Davies of Oldham moved that the draft Regulations laid before the House on 11 June be approved. After debate, the motion was agreed to. 14 Gambling Act 2005 (Lottery Machine Interval) Order 2007 Lord Davies of Oldham moved that the draft Order laid before the House on 11 June be approved. The motion was agreed to. 15 Categories of Gaming Machine Regulations 2007 Lord Davies of Oldham moved that the draft Regulations laid before the House on 12 June be approved. The motion was agreed to. The House adjourned. The House resumed. 16 Local Government and Public Involvement in Health Bill The bill was further considered in Committee, beginning with amendment 209ZA. Amendments were agreed to. The House resumed after clause 120 was agreed to. The House adjourned at 10.48pm until Tuesday 17 July at 2.30pm.
