Private Business

2    London Local Authorities and Transport for London Bill A message was brought from the Commons that they have considered the Lords message of 22 October and have made the following order:

That the promoters of the London Local Authorities and Transport for London Bill which was originally introduced in the Commons, on 25 January 2005, should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 188A (Suspension of bills).

3    Bournemouth Borough Council Bill [HL] A message was brought from the Commons that they agree with the resolution of this House of 22 October.

4    Manchester City Council Bill [HL] A message was brought from the Commons that they agree with the resolution of this House of 22 October.

5    Transport for London (Supplemental Toll Provisions) Bill [HL] A message was brought from the Commons that they agree with the resolution of this House of 22 October.

Public Business

6    Government: collective responsibility A question was asked by Lord Trefgarne and answered by the Lord President (Baroness Ashton of Upholland).

7    Female genital mutilation A question was asked by Baroness Rendell of Babergh and answered by Lord West of Spithead.

8    Health: working hours A question was asked by the Lord Bishop of Southwell and Nottingham and answered by Lord Davies of Oldham.

9    Pakistan: terrorist attacks A question was asked by Lord Ahmed and answered by Lord Malloch-Brown.

10    Local Government and Public Involvement in Health Bill The bill was returned from the Commons with the amendments agreed to.

11    Crossrail Bill Lord Bassam of Brighton moved that if a Crossrail Bill is brought from the House of Commons in the next Session of Parliament, the Standing Orders of the House applicable to the Bill, so far as complied with or dispensed with in this Session or in the Session 2005-06 or in the Session 2004-05, shall be deemed to have been complied with or (as the case may be) dispensed with in the next Session. After debate, the motion was agreed to.

Motion A Lords amendment 4A was not insisted on and Commons amendments 4B, 4C and 4D were agreed to.

Motion B Lords amendment 15A was not insisted on and Commons amendment 15B was agreed to.

Motion C Commons amendments 88B, 88C, 88D, 88E, 88F, 88G, 88H, 88I, 88J, 88K, 88L and 88M were agreed to (see division list).

13    Governance of Britain Lord Hunt of Kings Heath repeated a ministerial statement made in the House of Commons.

14    Police Reform Act 2002 (Standard Powers and Duties of Community Support Officers) Order 2007 Lord Bassam of Brighton moved that the draft Order laid before the House on 8 October be approved. After debate, the motion was agreed to.

15    Housing Benefit (Loss of Benefit) (Pilot Scheme) (Supplementary) Regulations 2007 Lord Kirkwood of Kirkhope moved that a Humble Address be presented to Her Majesty praying that the regulations laid before the House on 29 August be annulled (SI 2007/2474). After debate, the motion was withdrawn.

16    National Health Service: osteoporosis A question was asked by Baroness Quin and, after debate, answered by Baroness Royall of Blaisdon.

The House adjourned at 3.27pm until Monday 29 October at 2.30pm.
