1    Baroness Afshar Haleh Afshar, OBE, having been created Baroness Afshar, of Heslington in the County of North Yorkshire, for life by Letters Patent dated 11 December 2007, was introduced between Baroness Kennedy of The Shaws and Lord Harries of Pentregarth, and took and subscribed the oath. (See Appendix).

2    Royal Assent The Lord Speaker (Baroness Hayman) notified the Queen’s Assent to the following Act:

3    Immigration: x-rays A question was asked by Lord Avebury and answered by Lord West of Spithead.

4    Afghanistan: hearts and minds campaign A question was asked by the Earl of Sandwich and answered by Lord Malloch-Brown.

5    Health: end-of-life care A question was asked by Baroness Gardner of Parkes and answered by Lord Darzi of Denham.

6    Sudan: military helicopters A question was asked by Baroness Williams of Crosby and answered by Lord Malloch-Brown.

7    House Committee The Chairman of Committees moved that the 2nd Report from the Committee (HL Paper 20) be agreed to. The motion was agreed to.

8    Africa: conflict (Balloted debate) Lord Alton of Liverpool moved for papers relating to the causes and consequences of conflict in Africa. After debate, the motion was withdrawn.

9    Security Industry Authority Lord West of Spithead repeated a ministerial statement made in the House of Commons.

10    Severn Barrage (Balloted debate) Lord Livsey of Talgarth moved for papers relating to the case for the construction of a Severn Barrage, its environmental impact, and other options for electricity generation in the Severn Estuary. After debate, the motion was withdrawn.

The Grand Committee reported that it had considered the draft instruments.

12    Immigration (Employment of Adults Subject to Immigration Control) (Maximum Penalty) Order 2007 Lord West of Spithead moved that the draft Order laid before the House on 22 November be approved. After debate, the motion was agreed to.

13    Immigration and Nationality (Fees) (Amendment) Order 2007 Lord Bassam of Brighton moved that the draft Order laid before the House on 21 November be approved. After debate, the motion was agreed to.

The House adjourned at 5.57pm until Friday 14 December at 10.00am.

Grand Committee Business

The Grand Committee met in the Moses Room at 2.05pm.

Legislative Reform (Local Authority Consent Requirements) (England and Wales) Order 2007 Baroness Andrews moved that the Grand Committee do consider the draft Legislative Reform (Local Authority Consent Requirements) (England and Wales) Order 2007. After debate, the motion was agreed to.

European Communities (Definition of Treaties) (Agreement on Enlargement of the European Economic Area) Order 2007 Baroness Royall of Blaisdon moved that the Grand Committee do consider the draft European Communities (Definition of Treaties) (Agreement on Enlargement of the European Economic Area) Order 2007. After debate, the motion was agreed to.

Financial Assistance Scheme (Miscellaneous Amendments) Regulations 2007 Lord McKenzie of Luton moved that the Grand Committee do consider the draft Financial Assistance Scheme (Miscellaneous Amendments) Regulations 2007. After debate, the motion was agreed to.

Judicial Business

1    Moncrieff and another (Respondents) v Jamieson and others (Appellants) (Scotland) Further to the Order of the House of 17 October 2007 (51st Report, Session 2006-07; [2007] UKHL 42) it is ordered that the appellants do pay or cause to be paid to the respondents their costs in this House, the amount of such to costs to be certified by the Clerk of the Parliaments if not agreed between the parties.

2    JL (Sierra Leone) (FC) (Appellant) v Secretary of State for the Home Department (Respondent) The petition of the appellant praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 18 January (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed.

3    Appeal Committee The 17th Report from the Appeal Committee was made; the Appeal Committee reported that they had met and had heard Counsel; the report was agreed to and the following Order was made:

Banco Nacional de Commercio Exterior SNC (Petitioners) and others v British Telecommunications plc (Respondents) That the petition be referred back to an Appeal Committee for further consideration.

4    Appeal Committee The 18th Report from the Appeal Committee was agreed to and the following Orders were made:

R (on the application of A) (FC) (Petitioner) v Secretary of State for the Home Department (Respondent) That leave to appeal be refused; that the costs of the petitioner be taxed in accordance with the Access to Justice Act 1999; that the respondent be at liberty to apply for her costs in accordance with direction 5.1(c); and if the application is granted, that the amount thereof be certified by the Clerk of the Parliaments if not agreed between the parties.

C plc v P (Petitioner) and another (Respondent) That leave to appeal be given; and that the petition of appeal be lodged by 7 January.

In re H (children) (2007) (third petition) That the petition be dismissed as inadmissible.
