Private Business

1    London Local Authorities Bill [HL] The Chairman of Committees informed the House, in accordance with Private Business Standing Order 91 (Special circumstances), that he had received a report on the bill from Baroness Andrews, Parliamentary Under-Secretary of State, Department for Communities and Local Government, stating that, in the Minister’s opinion, the promoters have failed to undertake an adequate assessment of the compatibility of their proposals with the European Convention on Human Rights in respect of Clause 22. Save for that clause, she considers that the promoters have undertaken a full assessment of the compatibility of their proposals with the European Convention on Human Rights and sees no need to dispute their conclusions.

2    Scottish sovereignty A question was asked by the Earl of Mar and Kellie and answered by Lord Davidson of Glen Clova.

3    Transport: Boatmaster’s Licence A question was asked by Lord Berkeley and answered by Baroness Crawley.

4    Fishing: common fisheries policy A question was asked by Lord Pearson of Rannoch and answered by Lord Rooker.

5    Royal Navy: aircraft carriers A question was asked by Lord Luke and answered by Baroness Taylor of Bolton.

6    Sale of Student Loans Bill A bill to enable the sale of rights to repayments of student loans; and for connected purposes was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 24)

7    Sale of Student Loans Bill The Explanatory Notes on the bill were ordered to be printed. (HL Bill 24-EN)

8    Business of the House The Lord President (Baroness Ashton of Upholland) moved that the debate on the motion in the name of Lord Fowler set down for today shall be limited to 4 hours and that in the name of Lord Forsyth of Drumlean to 1½ hours. The motion was agreed to.

9    Iraq (4-hour debate) Lord Fowler moved for papers relating to the position in Iraq and the lessons to be drawn. After debate, the motion was withdrawn.

10    Non-governmental organisations (1½-hour debate) Lord Forsyth of Drumlean moved for papers relating to the role of non-governmental organisations delivering services on behalf of the Government, and related questions of accountability. After debate, the motion was withdrawn.

11    Health: Drug Tariff Part IX A question was asked by Earl Howe and, after debate, answered by Baroness Royall of Blaisdon.

1    Scandinavian Airlines System Denmark-Norway-Sweden (Respondents) v Sunrock Aircraft Corporation Limited (Petitioners) The petition of Sunrock Aircraft Corporation Limited praying for leave to appeal was presented and referred to an Appeal Committee (lodged 18 January).

2    Common Services Agency (Appellants) v Scottish Information Commissioner (Respondent) (Scotland) The petition of the Information Commissioner praying for leave to intervene in the said appeal was presented and referred to an Appeal Committee.

3    Appeal Committee The 22nd Report was made; the Appeal Committee reported that they had met and had heard Counsel; the report was agreed to and the following Order was made:
