11940. MS KHELA: I think the Spitalfields
community is on record, and Patricia Jones has told me she has
not had any communication from Timothy Mould on changes she sought
to the second of these—
11941. CHAIRMAN: Miss Jones did put forward
a list of points. She had a response.
11942. MS KHELA: She has said no.
11943. CHAIRMAN: She may not have done.
11944. MR MOULD: Can I explain what happened,
my Lord? The parliamentary agents, Winckworth Sherwood—Mr
Christopher Vine I think was responsible for this—wrote
a letter in detail in response to Miss Jones's points. My recollection
is that that letter was dispatched on Maundy Thursday.
11945. CHAIRMAN: It was certainly dispatched
and it did not offer much hope to Miss Jones in connection with
what undertakings you might be prepared to give I think.
11946. MR MOULD: Yes, it did not go very
far towards the point Miss Jones was asking for, it gave its reasons
for that. I am told by Mr Walker that the letter received an acknowledgement
from Miss Jones that it had been received. We have heard nothing
further since.
11947. MS KHELA: I am concerned that
this Bill has been going through and it is compared to the Channel
Tunnel Rail Link, and when we mention that any kind of damage
was listed on the Channel Tunnel Rail Link and the Promoters are
not willing to take on those issues and incorporate those into
the undertakings for an area which it itself calls sensitive environmentally,
I think there is a defect in the process where undertakings are
not being given to people in Spitalfields.
11948. CHAIRMAN: You may think there
is a defect of whatever sort you like, but the fact of the matter
is that everybody else who wanted undertakings has approached
the Promoter, they have negotiated, sometimes at considerable
length and very often most successfully. You have shown us a collection
of draft undertakings here and fairly soon I think we are going
to have to hear from the Promoters what they think about it. It
is not for us to say what happened to the Channel Tunnel Rail
Link; it is nothing to do with us at all, we are dealing with
this Bill. Are you fairly nearly at an end talking about the undertakings?
11949. MS KHELA: Yes. I am just going
to read out—
11950. CHAIRMAN: I do not want a lot
of quotations from a lot of other people we do not know anything
about.
11951. MS KHELA: No. "The consultees
are affected groups. The tripartite group which comprises of CTRL,
representatives of affected groups and council officers have met
regularly since 2004 and reviewed the proposals in detail. Officers
have ... "—
11952. CHAIRMAN: This is the Camden Liaison
Group, is it?
11953. MS KHELA: That is right.
11954. CHAIRMAN: We know about that.
11955. MS KHELA: But we are not being
offered that. There they get to discuss the detailed section 61
applications—
11956. CHAIRMAN: Ms Khela, I can tell
you now—
11957. MS KHELA: We are not being offered
this by the Promoters.
11958. CHAIRMAN: --- if there was any
way of getting a Liaison Group going in Spitalfields you would
have this Select Committee's strongest support. But at the present
moment—
11959. MS KHELA: If you could give us
undertaking number four I think you would go some way to achieving
that.
