National Insurance Contributions Bill
19. This bill removes a constraint on fixing
the upper limit above which an employee's earnings do not attract
liability for class 1 national insurance contributions, and makes
consequential provision about social security benefits and pensions.
The Treasury have provided a memorandum, printed at Appendix 2,
identifying the delegated powers conferred or affected by the
bill, and explaining the parliamentary procedure which is to apply.
There is nothing about any of those delegated powers which we
wish to draw to the attention of the House.
