  Q760  Viscount Brookeborough: And you are subsidising an increase in efficiency which is an increase in fishing effort by those that will remain.

  Mr Seam: I am not sure because we do not encourage them to adopt more efficient fishing techniques.

  Q761  Viscount Brookeborough: But I thought you said earlier that you did, that you were running a plan for making the engines more efficient and for investigating more efficient net techniques.

  Mr Seam: I specified more efficient in terms of fuel consumption, not in terms of capacity to catch fish. We are not encouraging more powerful engines, for example, but maybe the same engine or an engine with the same power with a lower consumption of fuel.

  Q762  Viscount Brookeborough: Biofuels.

  Mr Seam: Maybe, even though we have some doubts on this issue and even though it does not touch on fishery specific concerns.

  Q763  Lord Cameron of Dillington: So do we.

  Mr Seam: It is out of my portfolio.
