(HL Bill 51) 7 House of Lords Bill [HL] Lord Steel of Aikwood presented a bill to make provision for the appointment of a commission to make recommendations to the Crown for the creation of life peerages; to restrict membership of the House of Lords by virtue of hereditary peerage; to make provision for permanent leave of absence from the House of Lords; to make provision for the expulsion of members of the House of Lords in specified circumstances; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 52) 8 Statistics and Registration Service Bill A bill to establish and make provision about the Statistics Board; to make provision about offices and office-holders under the Registration Service Act 1953; and for connected purposes was brought from the Commons. The motion was agreed to. 11 Decommissioning of Fishing Vessels Scheme 2007 12 Producer Responsibility Obligations (Packaging Waste) Regulations 2007 13 Environmental Offences (Use of Fixed Penalty Receipts) Regulations 2007 Lord Rooker moved that the draft instruments laid before the House on 8 February and 31 January be approved en bloc. The motion was agreed to. 14 House of Lords Reform (option 1) Lord Falconer of Thoroton moved that this House is of the opinion that a reformed House of Lords should be fully appointed. The motion was agreed to (Contents 361, Not Contents 121see division list 1). 15 House of Lords Reform (option 2) Lord Falconer of Thoroton moved that this House is of the opinion that a reformed House of Lords should be composed of 20% elected members and 80% appointed members. The motion was negatived. 16 House of Lords Reform (option 3) Lord Falconer of Thoroton moved that this House is of the opinion that a reformed House of Lords should be composed of 40% elected members and 60% appointed members.
