1    Lord Oliver of Aylmerton The Lord Speaker informed the House that Lord Oliver of Aylmerton, a member of the House, had died on 17 October 2007.

2    Dukedom of Devonshire in the Peerage of England The Petition of Peregrine Andrew Morny Cavendish claiming to have succeeded to the Dukedom of Devonshire in the Peerage of England and praying that the Clerk of the Parliaments might be directed to enter the petitioner as the Duke of Devonshire on his register of hereditary peers maintained under Standing Order 10(5) was presented and was referred to the Lord Chancellor for a report to the House pursuant to Standing Order 11.

3    Procedure of the House The 5th Report from the Select Committee was made and ordered to be printed (HL Paper 188, see Appendix).

4    Bournemouth Borough Council Bill [HL] The Chairman of Committees moved that this House resolves that the promoters of the Bournemouth Borough Council Bill [HL] which was originally introduced in this House on 22 January 2007 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills).

5    London Local Authorities and Transport for London Bill The Chairman of Committees moved that this House resolves that the promoters of the London Local Authorities and Transport for London Bill which was originally introduced in the House of Commons in session 2004-05 on 25 January 2005 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills).

6    Manchester City Council Bill [HL] The Chairman of Committees moved that this House resolves that the promoters of the Manchester City Council Bill [HL] which was originally introduced in this House on 22 January 2007 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills).

7    Transport for London (Supplemental Toll Provisions) Bill [HL] The Chairman of Committees moved that this House resolves that the promoters of the Transport for London (Supplemental Toll Provisions) Bill [HL] which was originally introduced in this House on 22 January 2007 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills).

8    Transport for London Bill [HL] The Chairman of Committees moved that the Commons message of 17 October be now considered; and that the promoters of the Transport for London Bill [HL] which was originally introduced in this House in the previous session on 23 January 2006 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills).

9    Broads Authority Bill The Chairman of Committees moved that this House do agree with the order made by the Commons set out in their message of 16 October.

The motions were agreed to en bloc and a message was sent to the Commons.

Public Business

10    Energy: renewable technologies A question was asked by Lord Beaumont of Whitley and answered by Lord Davies of Oldham.

11    Flooding A question was asked by Lord Sheikh and answered by Lord Rooker.

12    Prisons: spending A question was asked by Baroness Stern and answered by Lord Hunt of Kings Heath.

13    Prime Minister: dissolution of Parliament A question was asked by Lord Redesdale and answered by the Lord President (Baroness Ashton of Upholland).

14    Local Government and Public Involvement in Health Bill The bill was read a third time. Amendment 1 was disagreed to (see division list 1). Amendments were agreed to. Amendment 30 was disagreed to (see division list 2). Then the bill was passed and returned to the Commons with amendments.

15    Intergovernmental meeting: Lisbon The Lord President (Baroness Ashton of Upholland) repeated a ministerial statement made in the House of Commons.

16    Crossrail Bill It was reported from the Standing Orders Committee that the Standing Orders not complied with in respect of certain amendments proposed to the bill (currently in the House of Commons) by the House of Commons Select Committee on the Bill ought to be dispensed with; the report was agreed to.

17    Building Societies (Funding) and Mutual Societies (Transfers) Bill The bill was returned from the Commons with the amendments agreed to.

18    Dioceses, Pastoral and Mission Measure The Lord Bishop of Exeter moved that this House do direct that, in accordance with the Church of England Assembly (Powers) Act 1919, the Dioceses, Pastoral and Mission Measure be presented to Her Majesty for Royal Assent. After debate, the motion was agreed to.

19    Renewable Transport Fuel Obligations Order 2007 Lord Bassam of Brighton moved that the draft Order laid before the House on 9 October be approved. After debate, the motion was agreed to.

20    Zimbabwe: public servants A question was asked by Lord Waddington and, after debate, answered by Lord Malloch-Brown.

The House adjourned at 10.01pm until Tuesday 23 October at 2.30pm.
