1 Lord Black of Crossharbour The Lord Speaker informed the House that the Clerk of the Parliaments had received notification from the Ministry of Justice informing him that Lord Black

of Crossharbour, having been convicted at the United States District Court, Northern District of Illinois of three counts of mail fraud and one count of obstruction of justice, was sentenced on 10 December 2007 to 60 months imprisonment on each of the first three counts, and 78 months imprisonment on the remaining count, to run concurrently, followed by two years supervised release; and that the sentence took effect on 3 March.
2 Earldom of Harrowby in the Peerage of the United Kingdom The Lord Chancellor reported that Dudley Conroy Ryder had established his succession to the Earldom of Harrowby in the United Kingdom. The Clerk of the Parliaments was accordingly directed to enter the Earl of Harrowby on the register of hereditary peers maintained under Standing Order 10(5).

9 Cheshire (Structural Changes) Order 2008 Baroness Andrews moved that the draft Order laid before the House on 31 January be approved. Then Lord Wade of Chorlton moved, as an amendment to the original motion, at end to insert “but this House calls on Her Majesty’s Government not to proceed with the draft Order until the residents of Cheshire have been fully and properly consulted and have been able to express a view on the division of their county.” Then Lord Harrison moved, as an amendment to the amendment in the name of Lord Wade of Chorlton, at end to insert “and Parliament has had the opportunity to debate their opinions.” After debate, the amendment in the name of Lord Harrison was withdrawn, and the original amendment in the name of Lord Wade of Chorlton was disagreed to (see division list 4). Then the original motion was agreed to.
10 Climate Change Bill [HL] The report stage was continued, beginning with amendment 71. Amendments were agreed to. The report stage was adjourned after amendment 95.
