1    Barony of Colgrain in the Peerage of the United Kingdom The Petition of Alastair Colin Leckie Campbell claiming to have succeeded to the Barony of Colgrain in the Peerage of the United Kingdom and praying that the Clerk of the Parliaments might be directed to enter the petitioner as Lord Colgrain on the register of hereditary peers maintained under Standing Order 10(5) was presented and was referred to the Lord Chancellor for a report to the House pursuant to Standing Order 11.

4    Crossrail Bill The petitions against the bill from Landor (Dundee Wharf) Limited, Landor Residential Limited, and Ballymore Ontario Limited (No. 59), Centrewest London Buses Limited (No. 88), Centrewest London Buses Limited (No. 89) were withdrawn.

5    Education: Chevening and Commonwealth scholarships A question was asked by Baroness Warwick of Undercliffe and answered by Lord Malloch-Brown.

6    Questions for Written Answer A question was asked by Baroness Miller of Chilthorne Domer and answered by the Lord President (Baroness Ashton of Upholland).

7    Consumer credit A question was asked by Lord Dykes and answered by Baroness Vadera.

8    Voluntary organisations A question was asked by Lord Judd and answered by Lord Davies of Oldham.

9    Planning and Energy Bill A bill to enable local planning authorities to set requirements for energy use and energy efficiency in local plans was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 56)

10    European Union (Amendment) Bill The bill was further considered in Committee, beginning with amendment 25. Amendment 29A was disagreed to (see division list). The House resumed.

11    Electoral Administration Act 2006 (Regulation of Loans etc.: Northern Ireland) Order 2008 Lord Rooker moved that the draft Order laid before the House on 11 March be approved. After debate, the motion was agreed to.

The House adjourned. The House resumed.

12    European Union (Amendment) Bill The bill was further considered in Committee, beginning with amendment 40. The House resumed after amendment 64.

The House adjourned at 11.17pm until 2.30pm on Tuesday 13 May.

Grand Committee Business

The Grand Committee met in the Moses Room at 3.30pm.

Health and Social Care Bill The Grand Committee further considered the bill, beginning with amendment 57. An amendment was agreed to. The Committee adjourned after clause 49 was agreed to.

The Committee adjourned at 7.43pm.

European Union (Amendment) Bill

Lord Hunt of Wirral moved amendment 29A, in clause 2, page 1, line 12, after “excluding” insert:

“(i) Article 2, paragraph 12, inserted Article 2B TEC (TFEU), paragraph 1(b) providing for the establishing of competition rules necessary for the functioning of the internal market to be an area of exclusive competence of the European Union, unless arrangements have been made for the Secretary of State to report to Parliament each year on the operation and application of European Union competition policy according to the principle set out in the Protocol on the Internal Market and Competition; and

(ii) ”.
